After the preparation of a preliminary design concept, the airport decided to expand the Long-Term Parking Garage to the west of the existing facility concurrently with final construction documents for the terminal expansion. CEC knew the utilities that served the existing terminals were located under the proposed footprint of the new long-term parking structure. After much discussion, it was decided the only location for these utilities was under the proposed roadway. CEC designed the new water, sanitary sewer, gas lines along with the underground duct facilities for the CPS Energy electric conductors, the AT&T copper and fiber optic communications cables as well as multitude of private communications and FAA cables serving the airfield lighting controls and the various aviation communications installations on the Airport. This project involved extensive coordination with the Aviation Department staff, CPS Energy, AT&T, City of San Antonio Information Technology Services Department, the design team for the Parking Garage Expansion, and airport tenants. The construction phasing was complicated by the need to keep traffic flowing through the construction site while providing utility services to the Aviation Department and its tenants.
