Location: San Antonio, TX
This project reconstructs 0.70 miles of Redland Road, from Loop 1604 to Jones Maltsberger Road. Redland Road, a 2-lane uncurbed section, was widened to four lanes (2 – 12’ outside lanes and 2- 11’ inside lanes) with a variable width median (13’ to 40’) along the center. The 40’ wide median addressed sight distance issues due to the rolling terrain. The new roadway section includes bike lanes, curb, and sidewalk. Project elements included a storm drain system, illumination, reconstruction of driveway approaches, and operational improvements at the Loop 1604 and Redland Road intersection. The operational improvements at Loop 1604 and Redland Road included coordination with TxDOT to upgrade traffic signals and restriping of the bridge at Loop 1604 to accommodate the new lane configurations and provide safe crossing of pedestrians and bicyclists. Joint-bid utilities included installation of a new gas line and adjustments to existing water and sewer utilities to clear the project improvements. CEC led the public involvement process using two-way communication to provide timely and accurate information, allowing stakeholders and the public to support wise transportation decisions.
In addition, the Bexar County Flood Control Program’s Jones Maltsberger at Elm Creek Project (SC-28), located adjacent to this project, was joint designed/bid with the Redland Road project. The SC-28 project improvements include replacement of the existing cross drainage culvert on Jones Maltsberger with a 4 barrel -10’x6’ concrete box structure designed to pass the 100-year ultimate storm. The roadway approaches were reconstructed/widened to accommodate the new drainage structure, curb, and sidewalk, and operational improvements were at the Redland Road and Jones Maltsberger Road intersection.
This project is located over the Edwards Recharge Zone and subject to WPAP and SCS permitting. Water quality structures were constructed to address off-site runoff. Certification of sewer testing was performed to comply with SCS permit.
