The Alamo Regional Mobility Authority (ARMA) had oversight responsibilities for the construction of the southern half of the 281/1604 interchange, which was contracted as a design build contract with Williams Brothers Construction. As part of the General Engineering Contract, CEC as a subconsultant provided “Oversight” construction phase services to the owner, the ARMA. The services also included providing materials management, record auditing, and construction inspection.
For the materials management service, CEC reviewed all test reports from the various materials testing firms performing quality control and quality assurance. CEC assisted with TxDOT and FHWA Construction Audits, including performing internal audits of all the QC, QA, and OV files and operations. CEC’s construction inspection services included oversight inspection of the developer’s quality control and inspection personnel to ensure all adopted procedures, checklists and testing were being completed properly. The items of work included: drilled shafts, concrete foundations and columns, concrete deck forming and placement; as well as earthwork, grading, the placement of hot and warm mix asphalt concrete, retaining walls, signing, the installation of signals, and striping of the final pavement. Standard TxDOT documentation: barricade inspection form, concrete ticket, daily construction work report, etc. were prepared daily, weekly, or monthly as applicable by the inspection staff.
